Elizabeth Williams, Managing Director – Projects and Administration

Ms. Williams is the Director of Administration and Projects at CEIS Review, Inc. and has over 20 years experience from her prior positions with commercial banks as well as her consulting activities.  CEIS is a consulting firm that focuses its activities entirely on the loan portfolio and its risk profile.  At CEIS, Elizabeth's responsibilities include various projects for clients involving "complex" portfolios, process and procedure, loan loss reserve methodology, stress testing and other specific needs.  She also manages CEIS' database on loan quality trends in the CEIS client group and produces a quarterly analysis of those trends for CEIS' internal reference as well as condensed version for distribution to CEIS' loan review clients. 

Ms. Williams was previously employed by Bank of America, FleetBoston, BankBoston, BayBank, and Chase Manhattan Bank.  At Bank of America, she held positions of Policy Executive, Risk Policy Group - New Jersey; Senior Vice President, Credit Review - New Jersey; Senior Credit Officer - Boston; and Senior Director, Risk Review Examination Team - Boston.  At Chase Manhattan, Ms. Williams started her banking career in corporate banking and global cash management.  She obtained her MBA from Northeastern University and undergraduate degree from the College of William and Mary.

Elsa I. Perez, Executive Consultant, Administraion & Projects

Ms. Perez is an Executive Consultant in Administration & Projects and is responsible for editing, analyzing and reporting the findings from the field reviewers on bank portfolios in the USA and in Latin America and CEIS' internal analysis of the client's loan quality trends. Ms. Perez has over 25 years domestic and international experience at leading banks. She has extensive credit risk, portfolio review and workout expereince including responsibilities as manager of multiple policy and global risk assessment projects. She was formerly with American Express Bank Ltd, and Bankers Trust Company. At American Express Bank, she was Deputy Area Credit Officer and Senior Director for Latin America, U.S. and Canada.

Gary Dycus, Executive Consultant, Administration and Projects

Mr. Dycus is a Executive Consultant in Administration & Projects and is responsible for editing, analyzing and reporting the findings from the field reviews and CEIS' own analysis of the client's loan quality trends.  Mr. Dycus is a credit risk professional with over 35 years domestic and international experience at lending banking and insurance organizations.  Particular experience is in commercial and real estate finance, mortgage banking, financial institutions, asset-backed securities, real estate workout, credit audit, credit review, credit approvals, asset-backed security workout. 

Mr. Dycus was formerly associated with Development Alternatives, Inc. Enterplan Limited (U.K.), Coffey International Development, Price Waterhouse Coopers (Laos) Ltd., Madison Consulting Group, MBIA Insurance Corporation, Capital Markets Assurance Corporation (CapMAC), and Chase Manhattan Bank.
